The short answer
Allergen profiles are not a single setting, because a household does not have one allergy.

Severity is per person, not per allergen
This is the part that a global allergen list cannot express: not every allergen is equal to the person reacting.
A trace nut exposure might matter enormously to one person and not at all to another. Each profile sets its own severity level, so one scan can rank a small exposure high while a larger exposure of something milder ranks low.
If everyone shared one list, the tool would either be alarmist for the person with the mildest reaction or falsely reassuring for the person with the most severe one.
EpiPen reminders travel with the profile
Per-profile severity levels and EpiPen reminders are part of each profile rather than a global setting, for the same reason — which pen belongs to whom is part of who they are.
