That second clause is the part worth reading twice.
The unusual thing
Most apps in this category ship a sync button that quietly does nothing, or a cloud icon that means "your account exists". InkBoard's stated position is that it does not present unavailable cloud sync as an active feature.
So instead of a sync affordance there is a stored-locally state, reported honestly. If you open Settings you can see what is actually on the device and where it is stored, rather than inferring it from the absence of an error.
