Where the risk came from

That distinction is the one that matters most in practice, because the two have very different failure modes. A database entry is a fact someone published. An inference is a guess the model made from the label text, and it is the one that can be wrong in a way you would never notice.
Why it stops short of a verdict
Because a label cannot support one. AI can misread a label or miss derived ingredients, and an ingredient list is not a test result.
